The guys name is Valentin Delluc, and somewhere on facebook when i first saw this video said South America. Can't find anymore on it.

From the grinding sound, it's the triple-seat chairlift Verare, from Avoriaz, Haute Savoie, France.
It's due to be dismantled soon, was closed for about a year.
