Is there a general rule or safety recommendation for how high the t-bar reel spool housing assembly should be in regard to the people that are using it? As a general rule or for safety, is it recommended that the spooling housing assembly be above the riders or can it be set to be below some taller rider's heads?

Does this question have any thing to do with a possible lawsuit?
