While skiing Donner Ski Ranch, I noticed that Chair 3, a Riblet double had its tension system bypassed. I'm not sure the story behind it, but as you can see, the cable for the counterweight simply loops around the counterweight wheel and back to the terminal where it's tied down.

Is it posible that what you are seeing is the unused portion of the cable AFTER it is attached to the weight?

Possible, but I did not see the terminal move at all when the lift stopped. In addition, the lift ran quite slow.

Huuuuummmm. I am pretty sure its active, what you’re looking at is the “dead tail” that runs back to the enclosure for storage – its long as to make it easier for rigging (more is better, much more even better) when you need to reposition the counterweight inside the enclosure. You can just see the “live” line going straight into the roof in the image below.
Also shown is untracked snow on the roof indicating 32 days past a monthly inspection.
