Squaw Valley & Alpine Meadows Interconnect?

Has anyone ever noticed that lift at the back of KT-22 at Squaw? It's a fixed grip, Doppelmayr CTEC by the looks of it, and it runs all the way down from the bottom of the road to Alpine Meadows up to the top of KT. It has no haul rope or chairs, but everything else is complete. Does anyone have any information about that lift and why it was placed there?

That land is owned by a man named Troy Caldwell. He has had plans for some time to build that lift and open his own small "private" ski area with a hotel, or bed ad breakfast at the bottom. The area would only be for the people staying in his lodge. Home owners in the area have filed a lot of law suits holding him up. I believe the only reason he hasn't finished the lift is because of lack of funds.
