Here's the rules. Using Google Earth (or similar program), find a mountain to develop. It can be any size. Here's one that I made outside of Montezuma, CO. There are 9 lifts: 4 detachable quads, 1 fixed quad, 3 triples, and 1 double serving 64 trails. Elevation is from 10,271' to 13,063'.

Cool! I would still think that it should be connected to Keystone or Arapahoe Basin via a gondola. Below is what I would envision Mushroom Bowl like if Vail opened it with ski runs. It would be reached from the Highline Express, Sourdough Express, or Orient Express lifts, and would have a high speed six pack in it.

Technically, it's not "creating an all new area from scratch," but these are just some of the things that I would do to improve Keystone.

First is the North Peak expansion:
This would create several additional runs in the space underneath the Wayback lift. Its purpose would be to make Wayback a lift that can be lapped, rather than be just a lift to allow people to return to North Peak. It would also help relieve congestion on Spillway and Anticipation, currently the only two runs to the Outback.

Next would by the Wapiti Peak project. This would bring lift service to the Outback North Bowl with a high speed quad, running from a point at the bottom of Anticipation up to the top of Wapiti Peak, with intermediate bowl runs off of it. It would be known as the Wapiti Express lift. As one can see, this lift's purpose would be to replace the Outback Cat Shuttle, hence relieving some congestion on the Outback Express lift.

I used google sketchup to design a bunny hill ski slope!

So far 1 run and 1 lift and about 4 snowmachines. 1 ticket office and 2 tv's for no apparent reason but just to display when the lift is open or not!

You make chairlifts very well with Sketchup.

This isn't a fantasy but a proposed reality below. Below shows what Keystone's 2009 Master Plan would look like if executed.

On these two images, the black lines represent existing chairlifts (whether modified or replaced), orange lines mark previously removed lifts, and red lines mark new lifts.

In the images below:
1. A high speed quad is added to Erickson Bowl, accessed via a trail from Prospector.
2. A fixed grip quad provides lift service to Independence Bowl.
3. A t-bar eliminates the hike and cat shuttle to reach the bowls in the Outback. Skiers still will need to use the new lift and the Outback Express together to perform a roundtrip here. As a result, additional chairs will be added to the Outback Express to provide more capacity, plus reduce the number of lifts at Keystone with 19 towers and 100 chairs.
4. Wayback is upgraded to a high speed quad.
5. A new high speed quad replaces Argentine, starting at the bottom of the existing Argentine, turning at a mid-station near the top of Haywood, and ending at the top of Paymaster.
