My parents brought a "Telepherique" book back from France last year. It has AWESOME history on it about the Alps trams and gondolas, but it's in French and I don't read French!
Anyway, there are a few pics of the Vanoise Express double-decker tram. I noticed a secondary 3-cable system above the main line, but never any cabins. Is this a rescue system or a maintenance system. Maybe for transporting goods to and from the stations? The line traverses a valley at a high span, so I am thinking rescue.

Cables present above cables weighting cabins are for return of move cable ;-)
For info, that lift didn't work during whole winter last season as they discovered a defect in one of cables and so they changed whole set of cable that summer, and lift is now back in service :-)
