Something to help slip track ropes?? I know I'm probably way off, but isn't that track cable in the picture?

It's to keep the cable together and tight so they can save money on buying a whole new haul rope.

Look like the machine pulls haul rope and the rope on tower wheels?

It looks like the sliding break used to hold tension on a rope as it advances. The second picture looks like construction on the Peak to Peak Gondola.

Does it provide constant drag, instead of braking the reel ?

Okay, here's the scoop. This is a hydrostatic spooler. It clamps on the 56 mm full locked coil track cable then pulls about 1 meter of track cable off of the reel, then it releases, rolls back then re-clamps and pulls off another 1 meter of track cable. It is located on the Blackcomb side of the Peak to Peak 3S installation. After about 1 meter is pulled off of the reel, then 1 meter of "sand line" is spooled up on the Whistler side. It's works out to 1 meter every 12 seconds. so the length needed across the canyon is 4600 meters. There are are 4 tack ropes, one is now pulled and as of July 4th, the second is on the way.
