Tram used for transportation of workers in the salvage of the New Carissa shipwreck off the Oregon Coast.
Red arrow shows the location of track rope tie-off.
Video link shows operation and interview with salvage manager.

I've seen that wreck several times while flying the runway 4 approach into North Bend. We'll normally make a left hand turn right over the top of that thing while turning for final. Thats going to be a lot of hard work to get that wreck out of there.

It looks like it's been there for a while, why would they be trying to get it out?
