deceleration area speed

Hi guys!
I've got a simple question - what's the gondola lift speed(velocity;) ) in the deceleration area?
are there any regulations regarding this?
if the human movement is about 5 km/h (~3 miles per hour) then I believe that while loading passengers gondola shout go slower, shouldn't it?

I'm not sure that I understand the question.

well ok, I'll try to use better English
We have a detachable gondola lift. it moves on the line. then it is detached and it starts to move through the deceleration area (passenger area). some passengers get off the gondola, some of them get on. I wonder what is the speed of gondola moving through this area?

On any detachable ropeway after decel, the carrier is typically moving somewhere in the 1m/s (196.85fpm) range, give or take a little.
