Off the top of my head I would say it is for down loading tobbagans with injured people.

Cargo perhaps. It might help to know more about the lift and if it services any facilities like a restaurant. It might be a maintenance chair but I've never heard of anyone leaving one on line while skiiers are riding the lift. I also think Dino's guess is a good possibility.

I’d say for getting empty ones back up to the top, we use to have something similar on our old gondola.

its the j1 chair at june mountian in cali and there is a restuarant/ski patrol at the top of it

It looks like those chairs that got caught in the Bullwheel on a rollback test.

I've seen that used when there isn't enough snow to ski to the bottom. They put everyone's skis on there when they are downloading everyone at the end of the day. I have also seen it used to send up supplies mid-day.
