The following is a link to the Canadian Environmental Assesment Agency website and the proposal for the 2001 installation of the Eagle Ridge chair. This is an extremely comprehensive report and will probably give you a good apreaciation of the lengthy process of expanding a resort in a National Park.

John, Badger Pass is in Yosemite Nation Park. They thought about closing the resort in the 80s, but they determined it would have been harder on the environment to remove the lifts, so they just kept them in The mountain is very small, but if you are in Yosemite in the winter, you should check it out. We went Cross-Country skiing with our school on a day with about a foot of fresh snow, and it stayed fresh with only a few tracks in each run. It was like this even when we left at 3. Its a good place to learn.

I stand corrected. And now that I think about it, Hurricane Ridge is in Olympic Nat'l Park as well.
I do think, however, that the Park Service forbids the construction of a new area on Park lands these days.
