What is the thing that is on the hanger on chair 1 on newer HS lifts?

For Poma it is used to restart the spacer sequence as all chair are spaced in reference to chair #1,

On the Doppelmayr lifts, it's right next to the traction plate on the detachable grip.

The newer CTEC lifts have it next to the horizontal stabilizer wheel

We call it the master tab to reference the "master chair" or chair 1 like LiftTech said.

We call it the target, don't know if that's an official Poma term or one somebody made up. You won't see one on an older chain-spaced lift because it's not used in that system.

LOL we call the same thing that "weird chair one cone thingy" on our doppelmayr hsq its on the hanger cone and painted red
