Zack, head to Canada and you'll be able to drink your fill when you turn 19.
But to answer the question, the body is still developing and alcohol actually damages the organ that are still developing after the onset of puberty and some people stop later, thus the reason for the 21 age limit. You can blame the Surgeon General for lobbying to get that age on the books.
Does it actually stop you? Not me, I was a drinker through high school.

I was in France back in March, and the legal drinking age is 16 there. Too bad my school still wouldn't let us drink anyway. :(

"You could say that a mountain is alot like a woman, once you think you know every inch of her and you're about to dip your skis into some soft, deep powder...Bam, you've got two broken legs, cracked ribs and you pay your $20 just to let her punch your lift ticket all over again"

I'm 39 in December. In 5 years I'll have lived half my life in Canada. Not bad for a 6 month skiing holiday.

Not bad for a "stripeside" escapee. Do you still carry a concealed weapon? Do you speak Spanish?
