Does anyone know if ladders are required on the towers in NH as part of installation of a used lift in a new location? Lift is a Hall 500 t-bar.

take a look at section 5.1.3.1 in B77.1-1999: "means shall be provided for ready access from the ground to all tower tops". this requirment can be satisfied by portable ladders, no longer than 20ft. there is no change in this requirement in B77.1-2006.

make sure harness attachment points are installed, and i'd go over all your plans with bruce burrows early on for his input. there may be a NH Addendum i know nothing about. sounds like a cool project!

Permanent Ladders and T-Bars do not mix well. Too much chance to get caught when swinging. Especially because 16" wide ladders are so much wider than 10" diameter towers.
