Those Poma photo cell safety gates present more problems then any other safety gate I know of. We've swapped all our Poma photo eyes out for the "string" system as well. Much more reliable system.

What was so wrong with the photo eye sensor. Was it just that caught snow kept tripping it, or were there other problems?

I would agree that the string system is reliable, the only problem would be that some people would avoid it should they ride around the bullwheel.
