Was the mountain open to the public? Or just patrol?

Silverton Mountain isn't actually in the Rockies, but rather the San Juan Mountains. :)

Well, that's true, but the San Juans are a sub-range of the Rockies, like the Sawatch/Collegiate range that's near my house. The Rockies as a whole run from northern New Mexico to almost Alaska.
As far as snow goes- the San Juan region always gets more snow than the rest of the state; if it were based purely on elevation Copper and the rest of Summit County would be open as well. Except Keystone- they'd have a light dusting

It has to do with their permit from the forest service. Silverton is a little sketchy terrain-wise and with avalanch hazards so they only get to do guided skiing for the first couple of years of operation. It's a very different business model they are trying out there.
