Hi Allan,

Extreme late reply (by two years!), but I think none of the replies figured out the purpose of the pipes you circled in that photo. Take a look how the bullwheel carriage is suspended from the tube above. There's nothing keeping the bullwheel carriage level other than the position of the rope on the incoming and outgoing side. I think the tubes you circled catch on the rope during a deropement so the bullwheel carriage doesn't tip too far along the axis of the tube above the carriage.

There are actually side rollers on the carriage that run along the box beam welded to the bottom of the tube.
