that looks like it is a pretty steep line. I wonder why they didnt opt for 2 towers; it could have been a smoother transition.

Cheaper.

I wonder why Dopp does 8-sheaves breakovers instead of 16-sheaves ones.

I think we've mentioned this in other threads, but towers begin to weigh more the more sheaves they have; it's also harder to pick the rope off the sheaves while doing maintenance on a larger assembly. It's hard enough to lift the rope from all eight sheaves on a loaded tower, let alone sixteen!
