The underlying root to all this is the nanny state creeping into society. Maybe I am a conspiracy nut. They first start with legislating signage then policy, which E-Max mentions in the initial post. It is all about control the masses. Start small with signage generated from emotional based fear and before you know it the risk management hawks remove skiing from skiing. Fucking lawyers!!
