Nope. Consider how many spans are on a typical lift, and think of the amount of rope between all the towers. The separate spans have to equalise themselves somehow every time the rope speed changes, and this is the result. It may be made of steel, but there's a reason we refer to a haul rope as a giant rubber band.

There's quite a bit of chair swing on Imperial especially on the upper part. Also, the high winds on Peak 10 yesterday were causing chairs on the Falcon SuperChair to swing like I've never seen them do before, and it wasn't surprising that they had to temporarily close the lift for about two hours because the winds were so strong. On the other hand, I never saw chair swing yesterday when I was on the Kensho SuperChair.
