I think the odds that you'll encounter a hitchhiker, much less one who is an escaped convict, are very low on this stretch of highway.

In part because clearly one can't be certain if the hitchhiker by the roadside is an escaped convict. Of course, an escaped convict would be dressed in institutional apparel and that's pretty easy to spot.
